The Israelites were fighting a battle with Amalek. Moses was on the mountain, and as long as his staff was raised toward heaven, Israel would win. When Moses's arms became too tired, it was Aaron and Hur who were there to support him and hold his hands up until Israel had extirpated the Amalekites!
